Reminder information on the joint prequalification of the 2021 distribution network material agreement inventory bidding of the State Grid Corporation of China

1. The State Grid Corporation of China will organize and carry out the joint prequalification of the 2021 distribution network material agreement inventory bidding, and the tenderer is the power companies of the 

provinces (municipalities and autonomous regions) under the State Grid Corporation of China. The prequalification work by the provincial (municipality, autonomous region) power company in accordance with 

the category of materials, entrusted to the corresponding province (municipality, autonomous region) power company as the tenderer on behalf of the specific organization and implementation, the specific 

implementation unit see the annex.

2. The prequalification announcement of various material categories will be issued by the specific implementation unit on the "China Bidding and Bidding Public Service Platform" (www.cebpubservice.com) and 

the "State Grid Corporation of China New Generation E-commerce Platform" (https://ecp.sgcc.com.cn/ecp2.0) at the same time.

Potential bidders can pay attention to the prequalification announcement issued by the specific implementation unit in the "State Grid Corporation of China New Generation E-commerce Platform", bidding and 

procurement-prequalification bidding announcement, and sign up for the prequalification of the corresponding material category.

3. Potential bidders who intend to participate in the bidding project of the distribution network material agreement inventory of the power companies of the provinces (municipalities and autonomous regions) only 

need to register for the joint prequalification of the specific implementation units of the corresponding material categories, and the power companies of the provinces (municipalities and autonomous regions) will 

no longer accept the registration separately.

4. The validity period of the pre-trial results is shown in the pre-trial announcement of each material category. During the validity period, the State Grid Corporation of China (State Grid Co., Ltd.) of the provinces 

(municipalities and autonomous regions) of the power companies of the distribution network materials agreement inventory bidding and procurement related sub-bids only accept pre-qualified applicants to participate 

in the bidding.

5. In order to implement the requirements of the "Transformer Energy Efficiency Improvement Plan (2021-2023)" (Ministry of Industry and Information Technology Lianjie [2020] No. 69) issued by the Ministry of Industry 

and Information Technology, the State Administration for Market Regulation and the National Energy Administration, the State Grid Corporation of China will increase the relevant requirements for energy efficiency levels 

in the prequalification of distribution transformers in 2021. Distribution transformer suppliers shall obtain a type test report or energy efficiency grade report with an energy efficiency level of 2 or above (load loss and 

no-load loss values meet the requirements of the GB20052-2020 standard). Box-type substation suppliers shall provide relevant reports on the energy efficiency level of supporting transformers when participating in 

pre-qualification.
